Layer on transformer....dirt??

I want to install the parts for the power supply and I came to the transformer. I started cleaning it with alcohol...removed the (unreadable) sticker and found the whole transformer bein coated in something I thought it is dirt. Please see picture.

Before I remove this coating: is there a reason that it is covered with that ort is it simply dirt??

Please help :)


I will not open the screws of the transformer and its housing, I wanted to sand it down and give it a new layer of black paint. Is there I reason I should not do it and leave it just like it is??

I don't see any problem in cleaning that and paint it.

I might just clean the top and bottom cover and leave this 'dirt' - meanwhile I think it is wax - on the sides. You can see that there are the metal sheets of the transformer. I think they wanted to fix those sheets so the transformer doesn't hum....and it was easier to put the whole thing into the wax instead of someone standing there with a brush ;)
