Basically yes. In theory and ideally you suck all the solder away on both pins and will be able to remove the cap. May work with caps, but it's sometimes hard. You can also pull a bit on the cap while having the solder "fluid".

question regarding a desoldering station: do they all work with compressed air which sucks the old solder into some kind of glass vial?

i think all do
by the way , its not compressed air, but a vacuum pump
