Yes that is the cup.
The thing is, normally HVT's come complete with the HV wire and cup attached.
But this one comes without it. There is a HV connector on the HVT itself.
In theory, if the HVT is bad and you want to replace it, you remove the HV wire from that connector by turning it loose and pulling out the wire and then you put it back into the new HVT.
However I guess why people want a new lead is because of the clear plastic cups that get very hard and sometimes even crumbly over time, and thus loosing their proper function.
