What's happening (Ebay)?

In april I won an item on Ebay for the starting price (quite low for the product). No other bidders, I won.
Paid the item, then waiting, waiting, waiting.....

45 days refund limit almost reached, so I file a complaint.
No response
I turn it into a claim on june 25th.
No response
Claim is approved, got my money back
Guess what, today the item is in the mail
Sent on the 27th of June!
Never got ONE mail from the seller about all this.

So what is happening?
Is it a tactic to see if someone files a claim, then refund it without hassle, and relist it again at an higher price? Why was it shipped after the claim?

And now, just received a nice item, so I think about paying it again (without the double exchange rate loss that goes into Paypals pockets off course).
Did any of you guys encounter things like this?

Between "waiting, waiting, waiting...." and "45 days limit almost reached" I miss "sent several message through eBay to the seller first asking, then demanding him to ship the item.

I had this with the seller of the LL mission light PCB. Only when I threatened him to report him to eBay he suddenly moved fast and was suddenly all kinds of nice to me.
When I received it I sent him a message that my aunt shipped it from the US to me for less than 14 bucks, so that his 58 dollar shipping price was insane and all he replied was: "I have no control over USPS rates" showing what kind of guy he really was.....

I try to use eBay as little as I can. When I look for parts in the US I prefer KLOV forum and check the sellers reputation first. eBay is my last resort...
